Editoerial fix Implementation report wrt cos01 comment 303

Hi all

In response to comment 303, I have fixed and clarified the following mtc:subType Constraint

old:

[If the attribute subtype is used, the attribute type must be specified as well.]

new:

[If the attribute subType is used, the attribute type must be explicitly set.]

as approved in the last TC meeting
