1.x was never officially registered. It only exists on the private tree.

I think it's OK to use .xlf for both 

Agents should anyway check the version and only 2.x is/has a proper media type with the FragID mechanism etc.

There is the provisional media type and we plan to submit for the final registration with the 2.1 spec.
