this is to notify on a new Editor's draft printout of XLIFF 2.1

We will make a couple more printouts by the TC meeting on August 16, aiming technical stability by that meeting and csd01/csprd01 ballot either electronically thereafter, but no later than life in the meeting on September 6.
This printout shows some progress in the MT Confidence data category, importantly it has fixed mixed up 2.0 and 2.1 references that were pointed out in a Twitter conversation with @brandelune https://twitter.com/brandelune
Also the spec now includes the Media Type Registration template as the normative Appendix A
plus some minor fixes necessary to print
