Skip meeting on 18th October in case the public review hasn't launched by then

Hi Bryan, all,

I suggest to skip the regular meeting on 18th October, as it is unlikely that the public review will have started by then.

The Meeting to be held on November 1 seems suitable to start officially addressing comments received so far during the public review.

TC members and interested public can continue reviewing the latest Editors's Draft

but should refrain from sending official comments that require disposition until the review is launched by OASIS admin.
