Due to changing itsm: namespace to its: as part of resolution to https://issues.oasis-open.org/browse/XLIFF-9 ITSM id had to be changed to xsd:ID and its:locQualityIssueRef to xsd:IDREF, whih also resolves the associated subtask https://issues.oasis-open.org/browse/XLIFF-6
