FragID prefix registration

Hi,

There is a note in the wiki, at https://wiki.oasis-open.org/xliff/FragIDPrefixRegistration, that says that you must register the prefix corresponding to your extension's namespace. Sounds very reasonable, would help a lot validating custom extensions.

I couldn't find in the XLIFF 2.1 specification document the requirement to submit custom prefixes for registration. Can anyone point me to the corresponding text?

The fragment registry at https://tools.oasis-open.org/version-control/browse/wsvn/xliff/trunk/xliff2-fragid/registry.txt contains an entry for 'its' module. Why aren't the other official modules prefixes included in the registry?
