I'm reminded of Clay Shirky's comment at SD2002 keynote last week

Basically, standardizing the layers on top of SOAP is necessary but
not sufficient. You'll also need to standardize the layers on top of
those layers, and the layers on top of those, and the layers on top
of those, and ...
