Is XML Ubiquitous yet? (was Re: [xml-dev] Pushing SAX events out onto the Web?)

I'm curious, not trying to second-guess anyone or pontificate any more
... are there any commercially interesting platforms that have
decent development tools and networking tools, but don't have XML parsers
readily available?
