Namespace URI question

I did some research on this, but I'm still a bit puzzled:

xmlns:foo="//foodom.xsd"

Q 1) Is this considered an absolute URI, or relative? 

Q 2) If technically absolute, would it still (in spirit) be deprecated by
[1]?
