Status of W3C Open Digital Rights Language (ODRL)

I am doing some research on Digital Rights Management, and was wondering
if anyone knew of the status of the W3C Open Digital Rights Language
(ODRL) Note (19 September 2002 [1]). I'm bascially just after its
general status and future - is it stalled, moving forward, etc.
