Seriously, part of contracting is limiting risks. To bid a
web services development contract, that would require some
precision on the part of the offeror. The maximum avoidance
is not to bid.
The first thing I would do is read the RFP and find all
of the citations. By the time the RFP is on the street,
the consultants have done their initial work and may
in fact, have departed. While there may be opportunities
to influence the technical direction later, when bidding
one has to answer the questions asked and bid the stated
requirements. Of course, my question doesn't provide those
but that is of necessity.
