processor shouldn't check the relative order of the elements with
virtually no restrictions.
Yes but that says that both a,b,c and b,a,c etc are allowed, it doesn't
say whether an application should treat these as the same thing, which
is the point at issue here.
<a x="1" y="2"/> is specified in the xml rec as meaning the same as
<a y="2" x="1"/>, but I don't think any of the schema languages can say
that
<a><x>1</x><y>2</y></a> means the same as <a><y>2</y><x>1</x></a>
they can only say whether these are both valid (or not).
