I can't be sure, but I can guess that the author(s) of that schema
document were using a DTD-based XML editor.

Editting out the DOCTYPE (after moving the namespace declarations on
to the document element) is a perfectly reasonable move, as is using a
schema processor which supports catalogs, or using a local caching
proxy. . .
