I don't know if those documents capture everything they could or not,
but at least some relationships between the specs are declared.  For
example, in the OWL document, there's this;

<rdfs:Class rdf:ID="Class">
  <rdfs:label>Class</rdfs:label>
  <rdfs:subClassOf rdf:resource="&rdfs;Class"/>
</rdfs:Class>
