Partly. But only a small part. It's late because the WG heroically
decided they were going to SOLVE THE WHOLE QUERY PROBLEM DAMMIT, and
bit off an immense glob of schematype-laden semantics that could and
should have been left out. XQuery should have been a quarter the size
and been done in a third of the time and by now we'd have real field
experience as to which of the left-out bits might actually have been
