[About Unicode] Why the symbol LOGICAL NOT is missing from the UCS ?

I find out that most math symbols can be found in the UCS, including LOGICAL
AND and LOGICAL OR. 

However, LOGICAL NOT is missing from the UCS. 

It's really unconvenient.

Does anybody know the reason? Thanks !
