XSD Imports with location

Hi Gurus,

One Simple Questioin.
XML Schema spec says that an import has a namespace attribute, and an
optional location attribute.
Why not make the following acceptable [in addition to the existing
import syntax]?
<xsd:import location="foo.xsd"/>

I am aware that import is a mechanism to use/re-use foreign components
within the original document - but having the above mechanism wdnt
break anything - wd it really ?
