only that maintainers of the parsers did not read that paragraph the way

Or (in this case) you may be forced (or at least coerced) to to what
microsoft want, much of their "xml islands" stuff revolves around an
element that goes by the name <xml> which is pretty much directly
against the spirit of the text in question, but sadly not I would say a
non conformance to the letter of the spec.
