Actually, many comments on the spec have been received and dealt with.
The problem is that the number of active participants on the WG is tiny,
and none of them is able to allocate more than about 10-20% of their
time to this activity, while at the same time the amount of user
interest in the spec is huge. So the Chair has from time to time decided
that the primary objective was to get finished, and that if we continued
to remain open to new comments, the backlog of comments would increase
over time rather than decreasing. The fact that we've been in this
position since Jan 2006 and still haven't finished illustrates the
magnitude of the problem.
When I saw that this was the situation, I decided to stop moaning from
the sidelines and join the WG. The situation might be different if more
people had done the same.
