   b[ancestor::*[namespace-uri()!=''][1][self::ns1:*]]

Breaking that down:

   b
   b[ancestor::*[namespace-uri()!='']] = all ancestors not in null namespace
   b[ancestor::*[namespace-uri()!=''][1]] = closest of those
   b[ancestor::*[namespace-uri()!=''][1][self::ns1:*]] = when it is in ns1
