No and that is why it gets so awkward so fast. The collecting authority is
holding turf through the DTD/Schema. After a 20 plus year absence from the
domain, I've been sorting out the mil tech pubs DTD for the last two weeks.
I'm really surprised just how much is collected under one root. The need
to keep adding yet one more collection root is a symptom of what I'm
describing.

The difficult part isn't usually finding the basic items, but deciding how
to define them precisely enough to deal with boundary cases (what exactly is
a location?) and deciding how much abstraction to apply: should doctors and
pharmacists be bundled into a general category called "health-care
professionals"?
