Ah, Len, I haven't heard that one in a long time (late '70s, in fact)! 
Though it actually stands for "Contract Data Requirements List".  Who 
could forget the CDRLs?  And you had to force-fit the summary 
description data into that form, 1423 was it?  And the DIDs.  Fond memories!
