I suspect, that Xerces-J 2.12.0 won't be pushed to Maven's official global repository *by* the Xerces project. There's a bit of debate going on about this currently, on one of Xerces lists. Here's the thread to that discussion: https://markmail.org/message/r4zjg3kzubqxjncn.
