DocBook has <procedure> containing <step>s. If you add sufficient
content or attributes to enable the expression of the problem in a
target language, almost any reocurring element inside a container will
do the job.

My favourite was The Last One, distributed as a DOS executable on a 5¼″
floppy with something like PC World, that you could give to your
manglement to let them program stuff themselves (and fire all the IT
staff). There were programs touted that were "so simple even your
manager can use it".
