XRI Resolution 2.0 CD 2: Section 12.1

The logic in section 12.1 is a bit off. It is very clear what the spec is saying but should really say:

At the XRD level, an XRD MUST contain only one of three choices: 1-or-more xrd:Redirect elements, 1-or-more xrd:Ref elements, or neither one.

If you have neither, you can't really choose between which zero is the one being used.
