All,

 

I received a few minor editorial suggestions (and corrected a typo or
two), so here is the final "gold candidate version" for
discussion/voting tomorrow.

Marc and All,

 

Attached is a slight revision to Marc's document with
two minor changes:

 

a) A new wording for the second paragraph (shown in
red) that specifies the high-level key requirements (derived from the "Top
10" list posted earlier), and

 

b) Consolidating the two paragraphs that were above
and below Marc's new paragraph on RF terms into one paragraph above it as they
all describe the XNS specifications.

 

I concur with Marc that if there are no material
comments, we can vote to approve this charter and then update it in a few
months as necessary.

Here is
a revised charter proposal for discussion and ratification on our call this
Thursday.

 

I have
added text to support the discussed position of the TC on IPR.

 

If you
have no material comments then I propose that we vote this charter into
existence and prepare to update it in a few months as the work of the TC
progresses.

 

I look
forward to our call on Thursday.
