email about documents

Sorry for all the email about document uploads. The new kavi system is a little pedantic about uploading revisions and notifications. 

What I've done is uploaded a version of the strawman .doc file with line numbering turned on, and uploaded a PDF version of the same document (also with line numbering). No new content since yesterday. 

Moving forward, this dual publishing (word processor format and pdf) will be the default.
