I have couple of questions about this metadata draft. 

 

(1) Any particular reason for language tag acting upon preceding
segment and not subsequent segment? 

(2) http://www.ietf.org/internet-drafts/draft-phillips-langtags-09.txt is
non existent. The version is 10 now. (http://www.ietf.org/internet-drafts/draft-phillips-langtags-10.txt)
