Yah, I saw this - but it's a) not java (even though it does have
bindings) and b) only does part of what we need (ie it doesn't do IRI ->
URI conversion - punycode/idna is just one part).

I would expect a pure java IRI -> URI conversion utility to appear
somewhere sometime soon. The IRI spec, while recently formally adopted
as an RFC, has been in draft form mostly unchanged for a *long* time...
