Failed OASIS Standard Ballot of XRI Syntax v2.0

OASIS members:

Tha ballot to approve XRI Syntax v2.0 received sufficient affirmative votes,
however, negative votes were cast amounting to 25 percent or more of the total
votes cast. Therefore, both the ballot and the submission have failed. The
original submission can be found at [1].
