That reminds me, Will, change the XRDS type to use minOccurs="0". We already
ran into this problem in SAML with developing simple metadata aggregation
protocols and not being able to return an empty EntitiesDescriptor element
because minOccurs was set to 1. I always get too strict in my schemas, it's
better to leave it open.
