namespace URI versioning policy

my reading of the following namespace URI versioning policy says that we WILL have to rev our namespace URI, because our next Committee Draft will contain schema changes that are not backwards compatible.  Can someone else confirm?  Do we really have to rev our namespace even though we are only dealing with committee drafts (instead of say, committee specs)?
