Nika, the short answer is that in XRI 3.0, the authority segment is the first segment, i.e., the segment preceeding the first "/" in the path (if there are no other segments, then its the only segment).

An authority subsegment is any subsegment of the authority segment.

In XRI 2.0, there were "IRI authorities" and "XRI authorities" - that's gone in XRI 3.0.
