Re: [xri] No telecon tomorrow, but please VOTE on the XRD 1.0 CD 02 draft and second public review

So it looks like Committee Draft 02 just barely passed... we needed a "full majority" and achieved it with 8 out 15 voting members voting "yes".  However, I'm fairly certain that we can't actually publish it until we update our namespace URI versioning policy, since CD02 actually violates our [old] versioning policy.  Can we start that vote ASAP?  The new policy document has been uploaded into the doc repository.
