    A few points.  Unclear areas of the specs or areas where there is not
suffcient
explanation of behavior needs to be identified so that any tests that
adresses those
areas be put in the "rejections" file.

Tests that addresses discretionary behavior should apply only to those
implementations that actually implements the feature in question, otherwise
they should be optional tests.
