Prototype 4 ready for download

Prototype 4 is now ready to download from the bottom of:

   http://www.oasis-open.org/committees/xslt/work.html

In my available time today I was only able to add the documentation to the 
DTD fragments for the catalogue, include Dave's XSLT regime definition, and 
incorporate validating required roles for input and output files in a 
generic fashion, which (theoretically) is all that is technically needed by 
a submitter to submit a catalogue.

I also made the regime a bit more flexible for other users (related to the 
prose documentation of various constructs).

Please review and submit any comments for changes.  Stan can begin 
documenting the submission organization and procedure (I can help him as 
required off-line since he is in the same town as me).

The objective is for us to find faults in the processes as they exist in 
Prototype 4, then publish the repairs and documentation for the public 
submission of catalogues of xsl:number tests.

I was unable to make the time to begin prototyping catalogue merging ... I 
was only able to polish the catalogue validation.
