Updated Xalan numbering tests with new-style catalog

Here's the latest version of the set of xsl:number tests used by the
Xalan project, including some I wrote last week. The testcat.xml is in
the style of the example Ken posted recently, and (of course) it's
ready for further alteration via XSLT. This set of tests is the one to
use in further prototyping.
