[xslt-conformance] Pranav's questions about internal test bench

I think the test bench should use the deliverable versions where
possible. This would mean using the current test-case catalog DTD,
and the output-comparison tools as they become available. For the
short term, we are deferring determination of how we want to pass
external parameters.
