Hi David,
It sounds like you want to create a subcommittee? The proper way to do that (in case you haven't) is for the TC to agree on creating a subcommittee by accepting a proposal that includes the name of the subcommittee, a brief statement of purpose, and the name of the person who will lead (chair) the subcommittee.
If you already have that information and can send it to me I can get the group created; if not, please put it on the agenda for your next meeting.
