Interoperability Definition

Patrick/David:  I was exploring Jerome's Exorcism framework earlier today and ran across a reference to the Interoperability definition he was using.  It is the official version approved by the Board of the Healthcare Information and Management Systems Society (HIMSS).  It is a pretty good one...  This SC may want to consider developing a formal definition, as well.
