While I agree with JoAnn's call for simplification,
especially if communication is REALLY the goal, I must
point out that some organizations are constrained to write
in the way they do by
   - military speciifcations,
   - legal requirements,
   - necessity to update, but never to rewrite, certain documents
   - control of output product but not of authors

etc.
