Stage1 Proposal: amendment element changes in bookmap for DITA 2.0

Letâs try that again without the typos.

 

After reviewing the comment from Stefan Eike, I recommend that the element <amendments> should move from <backmatter> to <booklists> for DITA 2.0. This change should be part of the bookmap updates planned for DITA 2.0
