The booklist element is used in both frontmatter and backmatter. So adding it booklist automatically adds it to the frontmatter section as well. The concern I have is that <amendments> is not really meant to be part of frontmatter. This
is more of a plumbing issue, but just one I want to highlight. To keep things separate, the proposal would make sure that <amendments> is part of <booklists> but does not appear in the frontmatter.
