Hi Scott,
We put amendments into frontmatter so that it matches whatâs in backmatter so that it backwards compatible. We can use the same content model in both.

IMO, part of the update for bookmaps is not to have backward incompatible changes and new features should be part of the new publication map. I we move amendments into booklist so that it applies in both frontmatter or backmatter, then
we have made a whole bunch of bookmaps no longer valid.

This incorporates elements from my proposed change-historylist (https://github.com/oasis-tcs/dita/issues/83
), but adds <amendments> to <frontmatter> instead of to <booklists>.
If we merge the two proposals, would we add amendments to both frontmatter and booklists?
booklists generally contains auto-generated content, where frontmatter might refer to a preface or notice-type content.
