Hi Eric,
This incorporates elements from my proposed change-historylist (https://github.com/oasis-tcs/dita/issues/83 ), but adds <amendments> to <frontmatter> instead of to <booklists>.
If we merge the two proposals, would we add amendments to both frontmatter and booklists?
booklists generally contains auto-generated content, where frontmatter might refer to a preface or notice-type content.
