The html/formal.xsl file has template for figure, and
the html/graphics.xsl file has the templates for imageobject
and imagedata.  The figure template doesn't do much
about displaying its content.  It handles mostly 
the title.

Yes, it was implemented.
The chunk.tocs.and.lots parameter is supposed to do that.
