your zip file is not complete. Downloading it from here:
http://www.tei-c.org.uk/Software/passivetex/
gives you a passivetex zip archive containing 65 files.
But I'm not satisfied with the results of passivetex neither. Getting
feedback from Sebastian also turned out to be rather difficult. I have
the impression that fop is getting much more development these days than
passivetex, so chances for quality-improvement of its output are better.
I will give it a try next time I have to generate pdf output from my
sources.
