I see. You have problem with border-after (at the end of page) not with 
border-before. Then add following into your customization layer:

<xsl:attribute-set name="table.table.properties">
    <xsl:attribute
name="border-after-width.conditionality">retain</xsl:attribute>
</xsl:attribute-set>
