I see.  Thanx for the information!

Short summary for those who don't wish to follow the URL: Acrobat 6
and 7 looks for a particular digital signature in the PDF file before
they allow commenting into the document.

The only tool that's able to insert that digital signature is Adobe
Acrobat.
