Richard raised this - but I'm baffled.  Once you make something public - you cannot undo that!

 

I thought it might be a legal date up to which someone can request access to records - but again - I'm not sure that's something we'd have charter over.

 

We may just have to table this one.

So you read into that what you will.  We may need to clarify it with the author.

As for the time range (item 10) I would guess that is a time past
which it is permissible (by law, regulation or procedure) to
